If your request isn’t successful ask for feedback explaining the decision and then use the feedback as a basis for setting new goals and mutually agreed metrics for determining successful achievements.

My personal opinion is not to discuss these details with your boss. It is better to seize the opportunity when you are at the peak of your success in your work and after achieving an exceptional accomplishment by only mentioning the subject of the raise and that this will be a strong motivation for you to achieve more accomplishments. When the message reaches the Human Development Department, then the negotiations for the requested raise will begin, and at that time you must be ready with items 1, 2, 4, 5 and 6 on the list of negotiating the salary raise.
