As an IT Manager, don't forget about the soft skills managing your team is often more about communication skills than understanding the the latest technology. In addition alot of your time is in meetings with other departments to understand their needs. Focus on big picture skills like ITIL (Information and Technology Infrastructure Library) which gives an overview of how IT and business work together to continually improve services and processes. So my two points focus on improving soft skills like communication and team building and big picture skills like frameworks for improving overall IT and business process.

1. Whose education are we talking about? Yours or the staff? Although I agree with what is being said so far as it applies to both, the end goal is different. 2. Sarcasm follows In my direct experience I have too often seen the education budget slashed to zero. How can people be effective, efficient and productive if we deny them access to ongoing education? The answer? I don’t want to spend money to educate people who will take that elsewhere anyway at the first opportunity. With an attitude like that it’s no wonder your people are leaving you for perceived greener pastures.
