In my experience creating value engineering is always confused with cutting corners, especially when the want to show off his financial muscles. Regardless at the end they always have to bite their fingers at last, the point I'm trying to make here is that many times people will misinterpreted your value engineering as cutting corners but this should not discourage your innovative thinking and designing approach. Other examples are, materials recycling, machine hours and man hours management etc

In risk mitigation one important aspect to always plan for is materials pricing against inflation, import or export of goods materials needed to get the project running smoothly.

To properly answer, one has to assume some things, starting with who originally prepared the budget (the project owner vs engineer). Assuming the project owner has prepared a preliminary budget for approval of the project to move into a preliminary design phase. The first issue to resolve as the engineer is to review the client’s budget relative to their approved scope. Can the design be executed within approved budget? If yes, the scope has to be clearly defined and executable deliverables. Scope creep has to be closely monitored such that the firm’s margins can be met. If no, the the client must be informed of the projected budget and provided the opportunity to either revise the budget OR the scope prior to commencing work.
