If someone does a great job on something, tell them! Don't wait for arbitrary review sessions. Especially if the thing they did well can be repeated on other projects and improve your team's performance or profitability. You don't need to be excessive with praise, but don't go out of your way to avoid it either. Junior engineers especially respond very well to positive reinforcement.

Honestly I wish some of my earlier supervisors had been more critical of my performance. When you give people excessively positive feedback and gloss over the areas that they really need to improve on, it can give them a false sense of their ability to do their job well. Of course the criticism should always be constructive and not personal, but it also needs to be clearly stated and not skipped or overshadowed by excessive praise.
