The library always has to have a budget reserve (10% of the library budget) for “special or new projects” in any organization. New or current clients must have the chance to request new/innovative resources whenever needed without restrictions of obeying specific times of the year. Still, they should also not cover all the reserves. Justifying the use of the new resource depends on the organization's size, but at least we should guarantee that 10% of the library clients will benefit; otherwise, it isn’t worth the procurement process. Librarians should monitor the use over the months and promote it, and if this increases, then the service should be renewed. If it doesn’t, we should cancel and move on with other potential requests.
