Setting objective and identifying the parameters(decision variables) which directly affects the objective function is really important. In OR, I think constraints (the major resources utilized in a particular work flow) should be identified in such a way that the objective function parameter remains sensitive to the slight changes and can eventually lead to maximization of the productivity.
