I actually agree with the sentiment. Its imperative that stakeholders are continuously informed with the progress of a project, task or assignment as that reinforces a trust relationship amongst all team members and the project leaders (i.e. Sponsors). It is the role of the Project Manager, Project Engineer, Project coordinator to enaure that information flows seamlessly and should there be a risk of a deadline being missed, its of extreme importance to bring all stakeholders together and announce the early warning and state the challenges which are impacting the project/task negatively, and then allow all stakeholders to share ideas of protecting the project schedule/timeline.

My experience with slipped or missed deadlines usually finds that a QC or QA check was not done on the item or the process to deliver it. Example: a funicular rehabilitation in western PA relied on delivery of large castings of sheeve wheels from an out of state foundry. No one thought to check the quality of the wheels before shipping. Defective castings were delivered and put in place before the casting defects were found. At least a one year delay and new castings are needed. Big financial issues of course...

Effective communication is the bedrock of all successful projects. And communication is the common denominator in both successful and failed projects. On the latter, there was insufficient communication and on the former there was constant effective communication amongst team members.

Effective and constant communication affords the project manager or project engineer to see whether the project schedule can be rescued without necessarily having amend the project timelines or milestone projections. However whenever the task or challenge has a negative effect on the next task on the schedule, and must be completed before proceeding to the next task, then it is advisable to bring all project stakeholders together and revise the project schedule and timeline.

I somewhat agree with this, the challenge with rearranging your resources is that it might have a high negative effect on the project budget, and as such that should be the last resort in order to address a potential missed deadline.

Couldn't agree with you more. Its imperative to always have a solutions mindset hat on. However its important that the solutions must be brainstormed with all stakeholders, so as to get buy-in and make the team feel that they were part of the process and take ownership of the proposed solution.
