The first step to defining goals is having a clear understanding of your scope. It is very often that things a re missed or misunderstood that cause goals and objectives to change. Have a clear grasp of your scope so you can then define your goals and priorities. Ask questions where there is doubt, both internally to your team and to stakeholders. Once scope is perfectly clear, goals can be defined.

Defining the goal sets the pace for the project. Using the SMART objective is a step in the right direction by establishing specific, measurable, attainable, relevant and time-bound goals. This will also help stakeholders to understand the project’s purpose and expected outcomes. While all the factors in the SMART goal are important, attention must be drawn to the relevance. This is so because the project goal must align with the organization's objectives to secure the support of senior management, and this must be documented to serve as a reference throughout the project in order to maintain focus. Proper goal definition lays the foundation for success because it gives a clear road map that focuses efforts in the right direction.
