If 4 people with a fully blocked calenders need to come together on short notice time blocking will make this almost impossible. So in my view time blocking should cover 50 percent at max. Maybe up to 75 percent if the people you are interacting most with have an synchronized time blocking schedule. This does not mean you cannot plan low priority tasks in this time but it should not make you unavailable for others. Especially for larger groups within management overblocking can become an issue in so far that show stopper issues are recognized too late.
