For example, data security and compliance might be more important for any firm using PII data especially in European markets due to GDPR whereas for any medical organisation in the USA HIPAA becomes the main priority. The following are the steps to create a data governance framework. Define Objectives and Scope followed by establishing a Governance Structure as per your goals. Then develop guidelines aligned with objectives and regulations followed by the implementation of a Data Quality Framework and Data Security Measures. Lastly, need to Ensure Regulatory Compliance.

In my opinion, I think a DG program should demonstrate its worth by outlining measurable improvements. Link specific DG program elements to clear business benefits and outcomes.

Using the wrong framework for your org or situation can lead to DG fatigue. Many companies make the mistake of adopting industry-published frameworks and spending months evaluating their needs, which often leads to a superficial understanding and no practical solutions. Instead, frameworks should be used as a general guide, with the focus on aligning your objectives with your overall business needs.

Evaluate the framework's coverage of data management processes, including data ingestion, storage, processing, and dissemination. However, organisations frequently overlook the value of reducing discovery time for stakeholders.

When evaluating a data governance framework, it's essential to analyze the total cost of ownership. Consider not only the initial investment but also ongoing costs, such as maintenance, upgrades, and support. Evaluate the framework's ROI and its potential to deliver long-term benefits, such as improved data quality, reduced risks, and increased efficiency.

Create a DG intake form. The form is used when new areas are requesting DG services. Measure the level of maturity and awareness across organisation. Measure the data integration and quality ensuring integrity, completeness, consistency, timeliness. Ensure regulatory compliance meeting relevant regulations and standards (e.g. GDPR, PCI, DSS...etc) Measure data security, data access, encryption, authentication and monitoring safeguards. Data Risk management. At the end, data governance is responsibility of all organisation.

The maturity of the organisation will heavily influence the approach to your DG framework. For example in a resistant environment 90% of what is created will be ignored. Therefore a top down approach will likely fail. However if you start small, take a bottom up approach and establish safeguards and controls on a handful of key / problematic business processes. You can then demonstrate improvements. Once you have even a small success you can then leverage that for further adoption on bigger more complex area's. Be pragmatic, be practical, be valuable!
