Digital learning is about more than just content and instructional design. To engage your stakeholders at a deeper level, think about the end-to-end learner experience and the range of options for providing effective digital engagement. Not everything is a “training” problem and upskilling in communications, learning tech, etc. will help you stand out as an expert in the field.

Let them help make it. It's not always possible, but I find that a few working sessions really increases the buyin, lets them see the in-progress work, and lets them see the iterative process that is digital learning. My advice is be intentional about when you show it to various stakeholders. Each will have their perspective. For example, the marketing folks are worried about polish and presentation, so your wireframe may not impress them; the tech folks care about functionality and accuracy so get them involved early on vs later; user feedback is great at various stages throughout. If you use stakeholders like that, it's win win for them and the project.
