I may have 30 years of DB experience (which I do) and yet might be tasked with developing in a SQL flavor or for a DBMS where I have limited experience. I can't set my hourly rate as high, as the time I need to get back up to speed on that particular case, will limit my productivity, and hence reduce customer value, on a per hour basis. In some cases, I just ask for a set amount, based on perceived customer value/budget, and then I have the latitude to take what it takes, for me to deliver what's expected.
