If you are developing a static content where user interaction is not included and you are just telling a story, what you need to make is basically a 360 Video either through animation or real-time video production. For animation, Blender is the best choice, & for capturing videos, you may use cameras such as Insta 360. Premier Pro & After Effects are my go-to post-production tools. For interactive content, where you need user interaction, you will need to basically develop an application, most probably using one of the popular game engines in the market. Unreal engine can help you develop apps with great graphics, while Unity is a developer-friendly platform with great resources to develop apps through its flexible SDKs & kits easily.

It's important to choose the virtual reality software and hardware by keeping an eye on the future. Companies do not like to change their tech stack every year, so you should look for something that has a long-term outlook. This may mean for instance choosing a brand that is reliable: a headset made by Meta for sure will have longer-term support than another one made by a small startup. It's also important to look for brands that promote long-term support for their devices: B2B-oriented brands like Pico or HTC usually guarantee many years of support for existing headsets, to make sure that companies buying them feel safe that what they bought can be used for many years ahead.
