No estoy del todo de acuerdo con esta afirmación ya que los objetivos y/o requisitos se han de definir durante el proyecto y verificar con el cliente de forma previa a la entrega final del mismo. Otra cosa es realizar un análisis en vida serie para ver si realmente se definieron bien dichos requisitos con cliente, o la mala definición llevó a muchas (y costosas) modificaciones tras la entrega oficial del proyecto.
