No one wants to be a under performer. That should be the basic premise before we get into the discussion. This means that there is some underlying issue or mismatch of expectation. We should focus on understanding and addressing that.

First; the person is probably not suitable for that position and it is necessary to direct him to a more suitable unit where he/she can use his talents. In this process the person should not work so that he/she can change easily.

Often to encourage people, you need to find their incentive desires. Often my boss would say think of the money.. But the boss that got the most from me.. He offered time off.. If I completed my work well and all before the due date. He would let me have more time away from work, so I could be with family. When I was in charge of fabricators. If they completed the set work, before the day was done. I gave them free time. To learn skills, or even do small repairs for themselves.. I got my team to produce 30% more in the same alloted times, as other shifts.
