It's always better to give bad news first and not to sugarcoat the message. Do not expect it to be taken well though. One of my favorite expressions: There's no bad way to give good news and there's no good way to give bad news. Once you've addressed the constraints or issues clearly, THEN begin to discuss how you will deal with the issue. Sometimes people dive into the solutions before adequately addressing the problems. By clearly outlining the constraints or issues, you may get feedback from stakeholders that includes ideas to address you have not yet considered.
