It has always been a tradeoff between security, perceived or not, and usability. If not (valuable enough), introducing strict measures will backfire and result in user loss and from there loss for the business bottom line, which often gets measured by the number of active users. It is a fine line to walk.

In most of the cases security is implemented base on best practice recommendations and every organisation is as unique as our finger prints. What worked for you may not work for me. I have seen security teams becoming biggest disabler rather than being enablers. Being understaffed teams, carefully choos what to implement.
