This is tricky, but I always go back to what you agree in the contract. That said, while it will be imperfect, find a metric that can most fairly divide up the utilities. Size of a unit may not always be fair when one unit has 2 people and another of the same size has 4 people. Try to add an accelerator that takes a division of utilities and shifts a premium to those units that are not equally mapped. Once in execution of the contract, I find transparency the neutralizer. Share the expenses and the calculation as defined in the contracts. I find clear definition and transparency proactively mitigates the risk of conflict later.
