You cannot Truly Test a Network Upgrade upfront if you are Working for a ISP. You can Check configs by multiple persons,but No matter what you are doing , there will be a Short Interruption in Traffic while upgrading. Also its not possible to allways have These cutovers outside of Working hours. From my experience its best to clearly Communicate this.
