One thing I found useful is to engage early with agents of change, preferably seniors or leaders, and to let them be part of the change. That way, the rest of the employees won't see the change as something that just comes from the management.

Discuss safety measures in detail, create common understanding for necessity and logic of every single measure 3. Train daily working routine 4. Train behaviour in case of failure or accident 5. Learn from every training 6. There is no access to work without safety measures!
